黨的十八大以來(lái)，鹽池縣嚴(yán)格按照黨中央作出打贏脫貧攻堅(jiān)戰(zhàn)的重大決策部署，在扶貧過(guò)程中充分發(fā)揮主導(dǎo)作用，瞄準(zhǔn)貧困群眾發(fā)展產(chǎn)業(yè)資金短缺的薄弱環(huán)節(jié)，以此為扶貧工作的突破口，創(chuàng)新開展互助資金、評(píng)級(jí)授信、四信平臺(tái)建設(shè)等多種金融扶貧小額信貸工作，全面構(gòu)建社會(huì)信用體系，打造誠(chéng)信社會(huì)，創(chuàng)新?lián)ＤＪ�，以“互助資金”結(jié)合“千村信貸”撬動(dòng)了數(shù)倍發(fā)展資金，擴(kuò)大貧困戶評(píng)級(jí)授信覆蓋面，打破“60歲以后不能貸款”的硬框框，將非惡意“黑名單”建檔立卡貧困戶納入評(píng)級(jí)授信范圍；創(chuàng)新推行“扶貧保”，破解了建檔立卡貧困戶貸款困難、因病因?yàn)?zāi)返貧等“十大難題”，形成了獨(dú)具特色的“鹽池模式”。
王靈桂，男，山東諸城人，法學(xué)博士，研究員。畢業(yè)于北京外國(guó)語(yǔ)大學(xué)阿拉伯語(yǔ)系�，F(xiàn)為中國(guó)社會(huì)科學(xué)院亞太與全球戰(zhàn)略研究院黨委書記、副院長(zhǎng)。曾任當(dāng)代中國(guó)研究所副所長(zhǎng)、研究員。主要研究領(lǐng)域?yàn)樾陆畣?wèn)題、伊斯蘭問(wèn)題、中東問(wèn)題、國(guó)家安全戰(zhàn)略問(wèn)題。出版了《中國(guó)伊斯蘭教史》《一脈相傳阿拉伯人》《一脈相傳猶太人》以及阿拉伯文版的《伊斯蘭教在中國(guó)》等專著，在《經(jīng)濟(jì)日?qǐng)?bào)》《光明日?qǐng)?bào)》等報(bào)刊上發(fā)表論文180余篇。主要譯著有埃及作家伊哈桑·阿卜杜·古督斯的代表作《黑色的眼鏡》和《處女與白發(fā)》。
