絕緣技術(shù)監(jiān)督是保證電氣設(shè)備安全、穩(wěn)定、經(jīng)濟(jì)運(yùn)行的重要手段之一,也是發(fā)電企業(yè)生產(chǎn)技術(shù)管理的一項(xiàng)重要基礎(chǔ)工作。絕緣技術(shù)監(jiān)督實(shí)行從設(shè)計(jì)選型、審查、監(jiān)造、出廠驗(yàn)收、安裝、投產(chǎn)驗(yàn)收、運(yùn)行、檢修到技術(shù)改造的全過(guò)程、全方位技術(shù)監(jiān)督,認(rèn)真貫徹執(zhí)行國(guó)家、行業(yè)及國(guó)家能源投資集團(tuán)有限責(zé)任公司(簡(jiǎn)稱(chēng)集團(tuán)公司)有關(guān)規(guī)程標(biāo)準(zhǔn)與反事故措施,掌握電氣設(shè)備的絕緣變化規(guī)律,及時(shí)發(fā)現(xiàn)和消除絕緣缺陷,分析絕緣事故,制定反事故措施,不斷提高電氣設(shè)備運(yùn)行的安全可靠性。
2017 年,集團(tuán)公司技術(shù)監(jiān)督平臺(tái)統(tǒng)計(jì)數(shù)據(jù)顯示各企業(yè)絕緣專(zhuān)業(yè)指標(biāo)完成情況較好,基本完成了年度制定的絕緣監(jiān)督計(jì)劃,發(fā)電企業(yè)6kV及以上高壓設(shè)備計(jì)劃預(yù)防性試驗(yàn)22 008件,實(shí)際完成22 005件,預(yù)防性試驗(yàn)完成率為99.9%;缺陷發(fā)現(xiàn)231件,消除缺陷數(shù)228件,缺陷消除率98.28%。但是,絕緣事故無(wú)小事,近年來(lái),集團(tuán)發(fā)生多起變壓器燒毀和發(fā)電機(jī)定子接地事故,造成了巨大的經(jīng)濟(jì)損失和嚴(yán)重的社會(huì)影響。為適應(yīng)集團(tuán)公司發(fā)電企業(yè)發(fā)展的需要,進(jìn)一步加強(qiáng)和規(guī)范絕緣技術(shù)監(jiān)督工作,根據(jù)國(guó)家、行業(yè)有關(guān)規(guī)程標(biāo)準(zhǔn),特制定《火力發(fā)電廠絕緣技術(shù)監(jiān)督工作手冊(cè)》。
