本書旨在以案例為載體,推廣分享國(guó)內(nèi)外減貧成功實(shí)踐。案例來(lái)自中國(guó)政府部門、企業(yè)、個(gè)人等,涉及旅游扶貧、金融扶貧、特殊群體扶貧、就業(yè)扶貧、創(chuàng)業(yè)扶貧等多個(gè)領(lǐng)域;也有案例來(lái)自世界糧食計(jì)劃署、國(guó)際農(nóng)發(fā)基金、聯(lián)合國(guó)糧農(nóng)組織、世界銀行、亞洲開發(fā)銀行等國(guó)際組織和非洲經(jīng)濟(jì)研究轉(zhuǎn)型中心、牛津大學(xué)貧困與人類發(fā)展研究中心等研究機(jī)構(gòu),案例涉及巴基斯坦、巴西、菲律賓、哥倫比亞、加納、柬埔寨、喀麥隆、肯尼亞、尼日利亞、老撾、馬來(lái)西亞等30多個(gè)國(guó)家。
Ending poverty and sharing development and prosperity have always been the common pursuit of human society, and the right to development is an inalienable human right of people from all over the world to pursue a better life. In the United Nations 2030 Agenda for Sustainable Development, Goal 1 recognizes that ending poverty in all its forms everywhere is the greatest global challenge facing the world today, reflecting the international community’s high priority on global poverty governance. According to the World Bank’s international poverty standard, the number of people living in poverty worldwide had fallen from 1.107 billion in 2010 to 666 million in 2019. Despite the progress made, there are still many development challenges, such as the growing global gap between rich and poor, climate change, violent conflicts, refugee crises, natural disasters and other problems plaguing developing countries. Meanwhile, The COVID-19 pandemic has caused a severe global economic impact, and is estimated to push an additional 88 million to 115 million people into extreme poverty this year, with the total rising to as many as 150 million by 2021, which posing unprecedented challenges to poverty reduction efforts worldwide. Mankind is a community of shared destiny, therefore strengthening international exchanges and cooperation on poverty reduction, learning from the successful experience of various countries and development agencies can be effective ways to tackle the crisis and eliminate poverty. The compiling of human’s experience of fighting against poverty into case studies is to showcase the progress and breakthroughs made in a more vivid and concrete manner. Every story glimmers with human wisdom, catches a glimpse of history, and inspires the future generation. Since 2018, the Global Solicitation and Challenge Prize on Best Poverty Reduction Practices, which was jointly launched by the International Poverty Reduction Center in China (IPRCC), the Asian Development Bank (ADB), the China Internet Information Center (CIIC), the World Bank (WB), the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD), and the United Nations World Food Programme (WFP), has been seeking meaningful poverty reduction case studies from both organizations and individuals working around the world in poverty alleviation. During the solicitation campaign, a total of 820 poverty reduction cases were submitted by about 700 organizations and individuals. The Experts Review Committee formed by the seven organizers shortlisted 110 outstanding cases in October 2019, and further selected 40 most representative cases to be included in this book. The content contains poverty reduction models and experiences in different regions of the world, covering 7 aspects including international development, policy support, sustainable development, poverty reduction through environmental protection, food issues, vulnerable groups, and implementation and management of poverty alleviation projects. I would like to express my sincere gratitude to the leadership and colleagues of ADB, CIIC, FAO, IFAD, WB, and WFP for their dedicated collaboration to this book; to governmental departments, development institutions and individuals concerned with poverty reduction issues for their active contributions to this book; and to the China Institute for Poverty Reduction of Beijing Normal University for technical support they have provided. I hope that the collection and compilation of global poverty reduction case studies can continue, so that colleagues engaged in poverty reduction and development work worldwide can draw wisdom and strength from successful cases and continue to make unique contributions to the cause of global poverty reduction
中國(guó)國(guó)際扶貧中心成立于2004年12月,是國(guó)務(wù)院扶貧辦直屬事業(yè)單位,同事又是中國(guó)政府與聯(lián)合國(guó)開發(fā)計(jì)劃署等國(guó)際組織共同發(fā)起并組建的國(guó)際性扶貧機(jī)構(gòu)。機(jī)構(gòu)性質(zhì)的雙重性,使中國(guó)國(guó)際扶貧中心既成為中國(guó)政府開展南南合作的重要渠道,又是專職從事減貧研究、培訓(xùn)、交流和合作的國(guó)際平臺(tái)。
